  • "Judicial waiver"(1992-94) includes discretionary, presumptive, and mandatory waiver, but these subcategories were not distinguished in NCJJ statutes analyses prior to 1997. Transfer pattern changes from 1994 to 1997 may be influenced by improved understanding of judicial waiver in the statutes. Most notably, provisions classified as statutory exclusion 1992-1994 were sometimes reclassified by NCJJ as "mandatory judicial waiver" starting in 1997.
