Transfer trends to criminal court updated for North Carolina and Ohio.

North Carolina and Ohio transfer trends have been updated. Both states display interesting trends.  North Carolina is one of two states that excludes both 16 and 17-year-olds from juvenile justice, but conversely transfers very few youth to criminal court 15 and under.  Ohio expanded automatic transfer provisions in the early 2000s, but like some other states the trend is to decrease since around 2009 but flatten in the most recent year of trend data.
